I have been attending Water Board <br />meetings for a good many years - a great many <br />years. I've heard many projects discussed and <br />early in this discussion I deluded myself into <br />thinking that at last, long last, I was hearing <br />one for the development of eastern Colorado <br />that did not impose any additional burden on <br />the Colorado River. That balloon of mine was <br />very effectively punctured by first, Glenn <br />Saunders, and second, by Mills Bunger. <br /> <br />Now I haven't had the benefit of consulta- <br />tion with, or directives from, the Board of <br />Directors of the Colorado River Water Conser- <br />vation District which I represent as their <br />counsel. I do believe, however, that I know <br />to an extent what those people are feeling and <br />before this discussion has gone too far, it <br />seems to me that that particular organization <br />should be taken into consideration. The Colo- <br />rado River Water Conservation District, all of <br />western Colorado - I think I can speak for <br />Bill Eakes of the Southwestern District - has <br />always been, and always will be, very sympa- <br />thetic to any project or any plan for water <br />resource development in eastern Colorado or in <br />any other part of Colorado. It's always been <br />my theory that the proper program of water <br />resource development did not involve necessar- <br />ily, and exclusively, searching out new sources <br />of water. It comprehends, and a very important <br />element of it it is, more efficient conserva- <br />tion and use of the water we have. It is my <br />prediction that if we apply those principles in <br />our water resource development program in Colo- <br />rado we will find that the water we have will <br />go much further than it does now. <br /> <br />I personally am very much in favor, as I <br />understand the situation at this time, and I <br />will so report to my board, of this plan devel- <br />opment of the South Platte basin with reserva- <br />tions.
