Cross, and seconded by Judee Dan H. <br />EUGhes, that the report of t;1e Draftine Cor.wittee to the blicy <br />and Review Comnittee (First Phase, Gunnison-Arkansas IToject), as <br />contained in the June 15, 1950 report to the Colorado Water Conservation <br />Board by Clifford II. Stone, Director of the Board, with the modifi- <br />cations of the Operatinb Principles as set out in a letter from <br />Jean S. Breitenstein; chairman of the Dra~tine Committee, to the <br />Director of the ':Iater Board, dated Februa1"J 3, 1951, and with those <br />modifications of Article IV "3f:'ect of Approval of Project Report," <br />(p. 11 of the above mentioned Report of the Draftine Sub-committee <br />of the Policy and ~evio/7 Committee), made in this Board meeting of <br />February 22, 1951 by the adoption of resolutions approved by the <br />Colorado River Ylat?r Conservation District and the Southwes;tern " <br />Water Conservation District, be and is hereby formal.ly approved. <br /> <br />On vote bein3 taken, the motion unanimously carried and was <br />declared adopted. ~/ <br /> <br />The Operating Principles for the First Phase, Gunnison-Arkansas Pro- <br />ject, (Fryingpan-Arkansas project), the recommendations for the change in <br />the name of the project (Article III below), and the "Effects of the Approval <br />Qf the Project Report" (Article IV below), as al]leT,ldedand approved by the <br />action of the Colorado Water Conservation Board on this 22nd day of February, <br />1951, are as follows: <br /> <br />"The construction and operation of the project involve the diversion <br />of \vater from the headwaters of the Fryingpan River and other tributaries <br />of the Roaring Fork River to the Arkansas River Basin. The project <br />contemplates <br /> <br />"(a) The maximum conservation and use of the diverted waters; <br /> <br />"(b) The protection of Tiestsrn Colorado water uses, both <br />existing and potential, in accordance with the declared <br />policy of the State of Colorado; and <br /> <br />,,( c) The preservation of recreational values. <br /> <br />"In order to accomplish such purposes the project shall be operated <br />by the United States in compliance with the Federal reclamation laws, <br />the laws of the State of Colorado relatine to the appropriation, use, <br />or distribution of water, and the foll~Ting operating principles: <br /> <br />I <br /> <br />"I. As used herein, <br /> <br />"(a) "Project" means that certain enterprise planned and <br />designed by the Bureau of Reclamation, Department of the Interior, <br />for the transmountain diversion of water from the headwaters of <br />the Fryingpan River and other tributaries of the Roarine Fork <br />, ]{iver to the basin of the Arkansas River, together with all of <br />its appurtenant works and facilities in both Eastern and Uestern <br />Colorado. <br />
