"In mainta.inin;; the above averages, at no ti!:le shall the flO1"' be
reduced below 15 c.f.s. durine the months of August to April, inclusive,

viding ~~e natural flmv during said period is not less than these amounts.
The oblieation to supply the ninir.rum stream flav, as set forth in the
above table on the Roaring Fork River shall, to the extent of 3,000 acre-
feet annually, be a project oblir;ation to be supplied from any waters
diverted from the south tributaries of Hunter Creek, Line Creek, Last
Chance Creek, or any of them.

"The Twin Lakes Reservoir and Canal Company shall not be required
to refrain from diverting water under its existing decrees from the
Roaring Fork River except to the extent that a like quantity of re-
placement water is furnished to said company without charee therefor
through and by means of project diversions.

"If by reason of storage capacity in the Aspen Reservoir, the Twin
Lakes Reservoir and Canal Company derives additional water or other
benefits or advantages it would not have realized had this project not
been constructed, then nothing herein contained shall prevent the pro-
ject from makine appropriate charges for such water or other benefits
or advantages.

"11. All lands aC'luired for project construction and operation
and water surfaces of project reservoirs ~~ll be open to the public for
recreational purposes, exceptine those areas reserved by the operating
a.:;ency.
