OPERATION AND MAINTENANCE <br />RECREATION COST SHARING AT CHERRY CREEK, CHATFIELD, AND TRINIDAD <br />FY 03 (per lake) $650,000 - FY 04 (per lake) $400,000 - FY 13 Tancredo; Musgrave <br />o State of Colorado manages the recreation facilities at all three projects. <br />o Traditional Corps policy would preclude cost sharing the rehabilitation, repair, replacement, <br />or upgrades of facilities operated by a non-Federal entity on project lands without specific <br />Congressional direction. HQ granted CENWO/CESP A approval to cost share improvements <br />of recreation facilities, as authorized by Public Law 89-72. <br />o Project Cooperation Agreement between COE and Colorado State Parks to cost share renovation <br />of recreation facilities to be signed April 2003 (a signing ceremony to be scheduled). PCA in <br />Corps HQ for final HQ and ASA review. Signatory authority delegated to District Commanders. <br />o The 10-year plan is cost share is 50% Federal; 50% non-Federal; Estimated cost is $19 million at <br />Chatfield; $9 million at Cherry Creek; and $2.7 million at Trinidad. <br />o Annual appropriations above the amount appropriated for routine O&M activities are required <br />to execute the program. <br />o Proposed activities for FY 03 ($623,000 per lake, after savings and slippage) include repairing and <br />upgrading roads, parking lots, trails, restroom facilities, electrical hookups, campground <br />facilities, and sanitation. <br />o The State of Colorado requested a waiver of Corps policy to allow using cost-share funds to <br />rehabilitate shop structures at Trinidad and Chatfield Lakes and to construct a new administration <br />facility at Chatfield Lake. The waiver request was denied by HQUSACE. <br /> <br />Proiect Modifications for Improvement of Environment (Sec. 1135. PL 99-662. as amended) <br />Chatfield Downstream, South Platte - $55,000 -. $0 Tancredo <br />o CWCB has responsibility to maintain the flood control channel on the South Platte River <br />downstream of Chatfield Dam. <br />o The current Operation and Maintenance Manual prohibits the establishment of trees and shrubs <br />within the conveyance channel and control structures. The proposal would revise the O&M <br />manual to allow vegetation to remain in the channel to benefit fish and wildlife. <br />o NWD approved the Project Restoration Plan Dec 2002. ill Jan 2003, NWO received HQ <br />approval and funding to initiate PDA. However, before proceeding with the <br />feasibility study, NWO is to complete hydrologic and hydraulic analyses to determine the <br />capacity of the floodway to carry design flows and the current level of flood protection afforded <br />by the existing flood control project. Upon completion, NWO to recommend proceeding with <br />or terminating the study. <br />o illitiate Planning & Design Analysis in FY 03; complete PDA in FY 04. <br />o Potential to add $100,000 to complete the PDA and revise the O&M Manual, pending the <br />outcome of the hydrology and hydraulics study. <br /> <br />Cherry Creek Reservoir Wetlands - $0 -- $0 - Complete Preliminary Restoration Plan FY 03 <br />o Preliminary Restoration Plan contracted to Icon Engineering for a proposed <br />constructed wetland for sediment! nutrient detention. <br />o Submit PRP to NWD for approval Apr 2003. <br />o Cherry Creek Basin Water Quality Authority, sponsor, desires to accelerate the project <br />Schedule to implement this year. <br />o The sponsor will most likely proceed without Corps involvement. <br /> <br />Tancredo, <br />Beauprez; DeGette <br /> <br />DAM SAFETY <br />Cherry Creek Dam Safety study - $0 -- $0 - study on hold Tancredo; Hefley <br />o In 1999, Congress directed the Corps to stop work on the study, pending the results <br />of an independent Probable Maximum Precipitation (PMP) analysis, being conducted <br />by the Colorado Water Conservation Board. <br /> <br />2 <br />
