<br />1072 <br /> <br />2. To assign the work to be done, and the questions <br />to be answered, to individuals who are available for that <br />purpose. We have been assured of the assistance of technical <br />people from the staffs of some interest?d agencies and the <br />cooperation of private organizations who have done substantial I. <br />work in this field. We would request the cooperation and <br />assistance of all public agencies interested in the subject <br />matter. In addition, to the extent they are made available, <br />the Commission would expect to utilize the services of the <br />members of the staff and the data available in the office of <br />the Colorado Water Conservation Board and the State Engineer <br />of Colorado, and will fully cooperate with these two agencies <br />in developing the ultimate legal and engineering conclusions <br />to be presented to this Board; <br /> <br />3. The Commission recommends that the Board author- <br />ize the Director to permit its Chief Engineer and Special Legal <br />Counselor other personnel to act in behalf of the Board in <br />liaison with the Commission. <br /> <br />4. It seems clear, however, that the personnel that <br />may be made available as set forth in Paragraph 2 cannot ac- <br />complish the great bulk of work and certain other highly <br />specialized work. Therefore, in cooperation with and subject <br />to the approval of the Director of the Colorado Water Conser- <br />vation Board and the Governor, the Commission could select <br />persons to be retained as consultants to supplement the ef- <br />forts of persons otherwise available, including, where good <br />reason therefor exists, members or alternates of the Commission <br />itself. In addition, of course, all expenditures will be fully <br />justified and subject to the approval of the Directors and the <br />Governor, in accordance with the provisions of the appropria- <br />tion available to the Colorado Water Conservation Board for <br />these special legal and engineering studies; <br /> <br />5. When specific answers are given to the specific <br />questions, the Commission will review the work thoroughly, and <br />coordinate the work into a report setting forth the facts <br />found. Alternatives, if any, which the Commission feels are <br />open to the State of Colorado in fixing its policy, and the <br />recommendations of the Commission as to the courses of action <br />that seem to best protect the interests of the State, will be <br />included in the report. <br /> <br />It is contemplated that a unanimous report will be <br />submitted. If the Commission does not fully agree on inter- <br />pretation of data, the different viewpoints will be presented <br />to the Board. <br /> <br />1 <br /> <br />6.
