<br />I <br /> <br />I <br /> <br />1073 <br /> <br />Paragraph 5 above, the Board would have before it a comprehen- <br />sive report, and would then be able to best perform its func- <br />tion of determining the course to be followed as the official <br />policy of the State of Colorado. <br /> <br />The study programs listed in the recommendation made <br />to the Board on July 18th deal exclusively with the problems <br />on the Colorado River. As was explained this was done because <br />it appears that the most urgent of our inter-state problems at <br />this time revolve around the Colorado River and its tributaries. <br />If, at a later date, the Board should feel that the work of the <br />Commission should be broadened. it is anticipated that it will <br />undertake additional investigations at the direction of the <br />Board, and with such additional personnel on the Commission as <br />may be necessary to allow the full participation of representa- <br />tive local interests. We have in mind the fact that there are <br />matters involved in the Rio Grande River and the Rio Grande <br />Compact which should be given attention as soon as it is humanly <br />possible to do so. However, as indicated above, we feel that <br />certain extremely pressing aspects of the Colorado River ques- <br />tion require devotion of the time and energy of the Commission <br />to those problems at this time. <br /> <br />It is our feeling that work should be commenced immed- <br />iately on the various aspects and implications of the report to <br />be submitted by the Bureau of Reclamation and the Department of <br />the Interior to the Congress of the United States on the cri- <br />teria which will govern the operation of Glen Canyon Reservoir <br />during its filling period. In order to do so, a great deal of <br />basic work must be done which will be useful in the other phases <br />of the study mentioned in the statement presented to the Board <br />on July 18th. In addition, the Glen Canyon study will develop <br />basic information which will aid a special committee investi- <br />gating the effect on interests in Colorado of the San Juan- <br />Chama and Navajo Indian irrigation projects. <br /> <br />As additional phases of the study are proposed to be <br />undertaken in the future, such phases should properly be sub- <br />mitted to the Board for consideration prior to their initiation. <br /> <br />If it is the decision of the Colorado Water Conserva- <br />tion Board to proceed with the recommended study program, you <br />may be assured of the continued cooperation of these agencies, <br />and the nominees and alternates for the Investigation Commission. <br /> <br />Yours very truly, <br /> <br />Glenn G.
