Average annual direct bene- <br />fits are estimated to amount to $1,443,500. On this basis the <br />benefit-cost ratio would be 2.08 to 1. <br /> <br />The only reimbursable costs would be those allocated <br />to municipal and industrial water supply. It is contemplated <br />that repayment would be accomplished under a contract which <br />would insure the return of such costs to the United States <br />with appropriate interest over a 50 year period. Based on <br />the scheduled deliveries proposed by the City of Wichita, the <br />average unit cost of raw water at the reservoir would be about <br />1.9 cents per 1,000 gallons or $6.19 per acre'foot. <br /> <br />A pumping plant, pipeline and pre-treatment works <br />would be required for the delivery and use of the reservoir <br />water in the city. These facilities would not be a part of <br />the Federal project and would be separately financed by the <br />City of Wichita. <br /> <br />The headwaters of the Ninnescah River are in the <br />Southcentra1 portion of the State of Kansas. This river <br />enters the Arkansas River a short distance above the Kansas- <br />Ok1ahoma.State line. The project water involved is not <br />included in any water which has been allocated between Colo- <br />rado and Kansas by the Arkansas River Compact. <br /> <br />It would appear that Colorado's comments should <br />indicate no objection to this proposed project, along with <br />such other views as may be deemed suitable by the Board. <br /> <br />MR.
