Bill. If the members of this Board would
try to discuss this around in therrrespec-
tive areas and get some feeling on this
Bill, we will then go into it in more de-
tail at a later meeting. We are going to
have to take a stand on this Bill before
the next Session of Congress. We should
get resolutions. and expressions from vari-
ous local organizations, such as the
Cattlemen's Association, Boards of County
Commissioners, etc."

MR. MOSES:

A brief general discussion was held concerning this

"Is there anything further to bring be-
fore the Board?"

Mr. Sparks reported on his status as Director and
asked the members who could to meet with the Civil Service Com-
mission at 2:00 P. M. in their office to discuss this matter.
He asked if the Board could see its way clear to appoint him
Acting Director on a contractual basis at the salary asked on
his application. Mr. Moses wondered if it would be wise to
take any action on this before the meeting with the Civil Ser-
vice Commission. Mr. Miller asked if they could take action
and designate the members who could attend the meeting with the
Civil Service Commission.

MR. MOSES:

"I will appoint a committee of one to
work out an amendment to Mr. Sparks' con-
tract as attorney for the Board to compen-
sate him for the time he has been devoting
to business of the Board. May I hear a
motion to cover this?"

"I would like to amend that motion to
three members of the Committee and have it
read to provide Mr. Sparks with the.same
compensation since he has devoted full time
to the Board at the salary approv~d by the
Board. This compensation is to be retro-
active to the time he first started devoting
full time to the Board."
