study with a view of recommending how
Glen Canyon Reservoir should be filled.
It is,. of course, California's purpose
to delay the filling of Glen Canyon as
long as possible. California requested
assistance from the Bureau of Reclamation
and Mr. Riter, whom you all know, was
directed by the Commissioner of Reclama-
tion to represent the Bureau on the Cali-
fornia study commission. I have been
assured by the Bureau, that equal coopera-
tion will be shown to us.

I

As you know, Mr. McClellan, former
Chief Engineer of the Bureau of Reclama-
tion was retained by the Governor to
assist in an investigation of Colorado's
water problems. Mr. McClellan's con-
tract with the Governor provides for a
basic retainer of $5,000 for the next
year. It is my understanding that at
this time, Mr. McClellan has earned
$1700 of that basic retainer. I think
that Mr. McClellan would be of great
assistance to this Board in carrying
out the Glen Canyon study. I also be-
lieve that he would be of great assist-
ance in promoting the construction of
the Curecanti Reservoir.

I would, therefore, like the Board's
permission to write a letter to the Gov-
ernor requesting that the unexpired por-
tion of Mr. McClellan's contract be trans-
ferred to this Board and that the necessary
expenditure for this purpose be authorized
from the special study fund of $50,000
which was appropriated to this Board by
the last Session of the Legislature.

It will be my plan that Mr. Kuiper
and Mr. McClellan confer immediately with
the Water Investigation Commission which
has been created here today. To complete
the Glen Canyon studies, we will need the
services of other qualified people and
this Investigation Commission is in an
excellent position to recommend those
people.
