<br />1080 <br /> <br />study with a view of recommending how <br />Glen Canyon Reservoir should be filled. <br />It is,. of course, California's purpose <br />to delay the filling of Glen Canyon as <br />long as possible. California requested <br />assistance from the Bureau of Reclamation <br />and Mr. Riter, whom you all know, was <br />directed by the Commissioner of Reclama- <br />tion to represent the Bureau on the Cali- <br />fornia study commission. I have been <br />assured by the Bureau, that equal coopera- <br />tion will be shown to us. <br /> <br />I <br /> <br />As you know, Mr. McClellan, former <br />Chief Engineer of the Bureau of Reclama- <br />tion was retained by the Governor to <br />assist in an investigation of Colorado's <br />water problems. Mr. McClellan's con- <br />tract with the Governor provides for a <br />basic retainer of $5,000 for the next <br />year. It is my understanding that at <br />this time, Mr. McClellan has earned <br />$1700 of that basic retainer. I think <br />that Mr. McClellan would be of great <br />assistance to this Board in carrying <br />out the Glen Canyon study. I also be- <br />lieve that he would be of great assist- <br />ance in promoting the construction of <br />the Curecanti Reservoir. <br /> <br />I would, therefore, like the Board's <br />permission to write a letter to the Gov- <br />ernor requesting that the unexpired por- <br />tion of Mr. McClellan's contract be trans- <br />ferred to this Board and that the necessary <br />expenditure for this purpose be authorized <br />from the special study fund of $50,000 <br />which was appropriated to this Board by <br />the last Session of the Legislature. <br /> <br />It will be my plan that Mr. Kuiper <br />and Mr. McClellan confer immediately with <br />the Water Investigation Commission which <br />has been created here today. To complete <br />the Glen Canyon studies, we will need the <br />services of other qualified people and <br />this Investigation Commission is in an <br />excellent position to recommend those <br />people. <br /> <br />I <br />
