The drought condi-
tions around and through the colorado-Big
Thompson area has broken to some extent; how-
ever, the Northern Colorado Water Conservancy
District has declared 310,000 units of water
available to the water users this year which
means a 100% supply from the project; 310,000
units being actually not 310,000 acre-feet but
in this instance they could well be I think, Bob,
couldn't they?"

"They are."

"In this 100% declaration.

I believe, Ben, that covers my report from
Region 7. To me at least, personally, this
charge borders on irresponsibility. If it's not
being irresponsible the analysis has been made
and the conclusions have been drawn all based on
rather cursory inspection and theoretical geologi-
cal interpretations of the situation which this
person feels exists there. I'd like to point out
that the Bureau of Reclamation has conducted a
very extensive drilling program in this dam and
reservoir area for two reasons. First, they knew
many years ago that there were some questions in
connection with this area; and secondly, some
additional work was done at the specific request
of the Water Board so that we would have detailed
geological information in connection with the
reservoir site and the damsite itself.

In this respect then, the Bureau has actual
