<br />JbJ <br /> <br />I <br /> <br />At this time Congressman Aspinall took the floor <br />and stated that when the Colorado projects are finally con- <br />structed they will cost approximately one-third of all of <br />the money heretofore spent on the projects of the Bureau of <br />Reclamation. That we must also think of the programs of our <br />sixteen sister Reclamation states. He said that his Committee <br />does not make the determination of what projects will be <br />authorized; that this determination has to be made by the <br />Bureau of the Budget and in line and conformity with how much <br />money can be spent for reclamation development in the United <br />States in line with the economy of the day. It depends al- <br />most entirely upon the Bureau of the Budget. He pointed out <br />that Colorado has been one of the most favored states and <br />that in the years ahead we are going to see a great program <br />started. How much money we will be able to get and how many <br />projects we will be able to start, he did not know. At the <br />present time, there is only so much money that we can get and <br />we have to keep our program within that amount. <br /> <br />He referred to a table handed him by Dean Crawford <br />calling for the authorization of projects for Colorado within <br />the next five years which, when built, would cost $495,172,400. <br />(See Appendix D). <br /> <br />Mr. Aspinall concluded his statement by saying that <br />we must get $100,000,000 invested in the Upper Colorado River <br />program before we are sure that it is going to be a certainty, <br />this amount to be spent primarily on the big projects and <br />then on the participating projects. <br /> <br />MR. PETERSON: <br /> <br />"Do you have a report, Dean Crawford?" <br /> <br />Dean Crawford gave his report on the office acti- <br />vities during the past three months. Included in this was <br />the office communications with Professor Garnsey and Dr. <br />Robock in connection with the water survey of the State which <br />they are making at the request of the Governor. He also <br />spoke briefly of his recent vacation in Scotland and England <br />and thanked the Board. <br /> <br />MR. PETERSON: <br /> <br />"We haven't called on all the dis- <br />tinguished People in the room. I don't <br />know as we have time nor do.I know that <br />I know all of them." <br /> <br />I <br /> <br />Mr. Phil Mullin spoke for Senator Allott. He ex- <br />tended the Senator's regrets that he could not be at the <br />meeting personally and asked that the following excerpt from <br />a letter written to Dean Crawford by Senator Allott on Septem- <br />ber 24th be made a part of the record: <br />
