The Paonia Project in <br />Colorado, the Vernal Unit of the Central Utah Project in <br />Utah, the Hammond Project in New Mexico, and the Seedskadee <br />Project in Wyoming have been given this initial priority. <br />Investigations on the remaining seven authorized partici- <br />pating projects are being undertaken as rapidly as funds and <br />personnel can be made available within our system of priori- <br />ties. <br /> <br />I <br /> <br />Our facilities in Region 4, including two field <br />offices in Colorado, were increased appreciably beginning: <br />last fiscal year to accomplish this backlog of work. While <br />work on the initial four projects has proceeded as expedi~ <br />tiously as possible, funds and personnel would not permit a <br />faster program for the remainder of the authorized participat- <br />ing projects. We recognize the need for continuing investi- <br />gation work on the projects that were specified in the author- <br />izing act as having priority in the completion of planning <br />reports. All of our activities, however, must be kept within <br />the appropriations as well as within the construction author- <br />izations of Congress. It is everyone's hope, I'm sure, that <br />construction of projects found feasible can proceed at an. <br />orderly rate even though funds may not be obtained as early <br />as we would like. <br /> <br />Some of the most significant developments in the <br />planning of authorized units and projects in the State of <br />Colorado are as follows: <br /> <br />Paonia Project. The definite plan report of r~y 1957 on <br />the Paonia Project was approved by the Secretary of the Inter- <br />ior and forwarded to the Bureau of the Budget by letter of July <br />20, 1957. An amendatory repayment contract dated August 21, <br />1957, has been signed by the North Fork Conservancy District <br />and the United States. <br /> <br />Considerable work has been accomplished by the Chief <br />Engineer's office since last December on the final designs and <br />specifications on Paonia Dam. About $46,000 addition will be <br />needed to complete the work. <br /> <br />We understand the State has placed the road relocation <br />around the reservoir in the State highway system. This will <br />assure the construction of an improved road to State highway <br />standards, rather than the replacement-in-kind which the Bur- <br />eau would otherwise build. <br /> <br />I <br /> <br />Pine River Proiect Extension. Work on other phases of <br />the definite plan investigation have been held up waiting com- <br />pletion of the detailed land classification and drainage sur- <br />veys.
