e

Silt Water Conservancv District - Colorado River Diversion Structure
Authorization: 98-Small Project Loan Account County: Garfield - S. of Silt
Water Source: Colorado River Project Yield: 13,602 ac. ft.
Terms of Loan: $100,000 @3.75% for 20 years Project Type: Diversion Structure

The Grand River Canal diversion structure is located on the Colorado River,
approximately 1.5 miles southeast from the Town of Silt. Water is diverted into the existing
structure by means of a 600-ft. long earthernlgravel embankment that extends across tI1e
Colorado River. Under its present configuration, the earthern diversion dike is extremely
vulnerable to seasonal flooding and is routinely rebuilt on an annual basis. To eliminate this
annual maintenance and environmental problem, the selected improvement is to construct a new
$175,000 concrete diversion and headgate structure approximately 1000-ft. upstream of the
existing diversion structure. The irrigation water would then be conveyed in a 42" HDPE low
head irrigation pipe for approximately 940-ft. to the existing canal. The project was designed by
the NRCS Glenwood Springs office and the construction contract was awarded to Meldor
Construction, Breckenridge, Colorado. Construction commenced in February 2000, and is
approximately 95% complete. The project is scheduled for completion in June of2000.

Palisade. Town of - Cottonwood Creek Pipeline Rehabilitation
Authorization: HB 95-1155 County: Mesa- SE of Palisade
Water Source: Cottonwood Creek Project Yield: 2,210 ac.ft.
Terms of Loan: $750,000 @ 4.0% for 30 years Project Type: Pipeline Replacement

e This $975,000 project is the replacement of 22,000 linear feet of the Town of Palisades
Cottonwood Creek pipeline. The proposed pipeline will be a 14-inch diameter ductile iron pipe
from the outlet pipe on Cabin Reservoir to an existing pipe 5,300 feet upstream of the Town's
water treatment plant. The pipe will be installed along the access road that runs through the
narrow rocky canyon of Cottonwood Creek. Del-Mont Consultants, Inc. of Montrose, CO.
completed the design plans and construction specifications in the Spring of 1999. The
construction contract was awarded to Western Slope Utilities, Inc. of Breckenridge, Colorado.
Construction commenced in November of 1999 and is approximately 95% complete. Final
project walk through and acceptance is scheduled for the first week in June of 2000.

Chilcott Ditch Companv - Fountain Creek Diversion Structure
Authorization: Emergency Infrastr. Repair Account County: El Paso
Water Source: Fountain Creek Project Yield: 7,425 acre feet
Terms of Loan: $250,000 @4.00% for 30 yrs. Project Type: Rehabilitation

e

The AprillMay flood of 1999 destroyed the existing Chilcott diversion structure. The
structure was breached and approximately 300-ft. of the right abutment was washed away during
the flood event. The total estimated project cost to replace the structure is $1,000,000,75%
coming from the Federal Emergency Watershed Program and the remaining 25% coming from
the CWCB Construction Loan Program and the Chilcott Ditch Company. The project was
designed by the Natural Resource Conservation Service (NRCS), Colorado Springs Office. The
project is being constructed by Chilcott Ditch Company forces, under a separate Agreement
