Background

As directed by the Board at the May 7, lS80 meeting, the staff
has, within the constraints of available time, reviewed the Board's
criteria for selecting projects to be recommended to the legislature.
for construction by the state with funds appropriated by.the Colorado
General Assembly. The criteria presently being used are well docu-
mented in the Guidelines which the staff prepared and which were
approved by the Board. These criteria include:

1. Local interest,

2. Cost of project.

3. Benefits of project.

4. Number of people benefiting or groups participating,

5, Impact on existing or authorized projects,

6. Need for project,

7, Financial capability of project sponsor.

8, Conformity with existing plans (regional plans, water quality
plans, land use plans, state water plans, etc.),

S. Type of project:

a. Municipal, industrial or rural domestic.
