Recreational, fish and wildlife benefits. <br /> <br />It is proposed that the Board initiate a discussion of the proj- <br />ect selection process at its July 8 meeting in order that the staff <br />might have the benefit of the Board's ,thoughts prior to formulating <br />final recollllDendations. The Board could then take final action at the <br />September meeting. <br /> <br />Discussion <br /> <br />With the exception of fiscal year 1978-1979, when construction <br />funds were quite limited, the Board has been accepting all applications <br />for feasibility studies on a first come-first served basis. If a <br />proposed project conformed with the project purposes expressed in the <br />statutes and appeared at all to have merit, the staff arranged for the <br />conduct of a feasibility investigation of the project in cooperation <br />with the local sponsoring entity. In the conduct of these feasibility <br />investigations, the staff evaluated findings of fact relating to the <br />criteria outlined above. If, after the completion of such an evalu- <br />ation, the staff concluded that a proposed project was feasible, it was <br />submitted to the Board for approval or disapproval. <br /> <br />The Board has, as required by statute, been submitting its list <br />of recommended projects to the legislature each year with an indication <br />of the prioritization of those projects, The priorities were estab- <br />lished on a yearly basis with no effort being made to re-prioritize <br />pending projects as new ones came in. Priorities have been established <br />based upon an evaluation of the criteria outlined above. <br />
