SPARKS: <br /> <br />"Perhaps for a little more explanation, <br />Mr. Nelson, that is the thing that we are <br />disturbed about. Region 4, apparently, is <br />working under a great handicap. We don't <br />know that that is fact, but we have to assume, <br />from all circumstances, that Region 4 has <br />never been advised as to what they are sup- <br />posed to be studying. Yet they have $720,000, <br />or something like that, allocated for this <br />nebulous study. The situation that is ex- <br />tremely disturbing is that we are on the <br />eve of the preconstruction period. These <br />transmission lines must be planned and under <br />construction at least within the next two <br />years and sooner, if possible. In other <br />words, this next budget should contain money <br />for preconstruction activities on the trans- <br />mission system. That is a must. Apparently <br />Region 4 is right up against that deadline <br />with no directions as to where they are going. <br />It is an incredible situation. <br /> <br />I <br /> <br />We have made certain proposals to this <br />Board in order to try and get something done. <br />We can see no conceivable reason why that <br />allocation shouldn't have been made four or <br />five years ago. <br /> <br />I <br /> <br />I want to amplify a little bit on what <br />Mr. Sargent said. I didn't go into these <br />phase systems because it was a somewhat <br />difficult picture. In the plan presented by <br />the private power companies, the Bureau, prior <br />to the time the project power was available, <br />would construct these transmission lines into <br />Colorado. In other words, they would be in <br />existence and capable of wheeling power by <br />that one 230 KV line from Glen Canyon to the <br />Four Corners, Curecanti, to Poncha and one 115 <br />KV line from Flaming Gorge to Oak Creek, Colo- <br />rado. Now those would be constructed prior <br />to the time power became available from the <br />Storage Project. In other words, those are <br />the transmission lines we are talking about <br />getting under way next year or at the latest, <br />the year after. After that, we would get into <br />this third phase as the demand increased. An- <br />other 230 KV line would run parallel to the <br />first one, all the way to Poncha Junction. <br />
