SARGENT:. <br /> <br />"Mr. Chairman, I would like to ask <br />Mr. Sparks a question. He mentioned the <br />tentative allocation of power by the Bur- <br />eau. Was that a recent allocation or is <br />it one of several reports ago?" <br /> <br />"Mr. Nelson, as you know, we have <br />never received any previous information <br />concerning these power allocations until <br />the Salt Lake meeting. Actually the in- <br />formation that came to us, came through <br />the Public Service Company, In other <br />words, they told us that this was the <br />Bureau plan. However, the Bureau repre- <br />sentatives were there and did not protest, <br />so we took it for granted that it was <br />their plan. As far as we know that is the <br />latest plan." <br /> <br />"Mr. Stapleton, could I answer that <br />question?" , <br /> <br />I <br /> <br />"Mr. Sargent." <br /> <br />"I won't belabor this point but to <br />answer Mr. Nelson's question, actually the <br />unique thing about the presentation by the <br />Bureau, which was made last July, was that <br />they start out the meeting by saying there <br />has been no allocation of power made and <br />then they said this is the transmission sys- <br />tem that we are proposing. Then they said <br />this transmission system will market this <br />'amount of power in the various states. So <br />all we did was simply calculate backwards - <br />we said that if this transmission system <br />will deliver so much power in Colorado, that <br />must be 40W much power they are tentatively <br />allocating to Colorado. We came back and <br />asked 'Do we draw the conclusion that this <br />was the power that you have allocated to <br />Colorado?', and they said 'No, there hasn't <br />been any al~ocation of power to Colorado'. <br /> <br />,You can see that put our engineers into I <br />a difficult position in trying to plan a <br />system, because we don't know how much power <br />is coming into the state. We took the assump- <br />tions, though, that they had used and that's <br />what we based our assumptions on so there <br />still has not been any allocation of power <br />to Colorado, tentative or otherwise, except <br />the result of figuring the amount of power <br />which goes over the facilities which they <br /> <br />proposed." <br />
