I think the important <br />thing at this time is that we firm up the <br />amount of power'that the state needs and <br />firm up the request for allocation that we <br />are trying to make and to give consideration <br />to this suggestion that came out of the Colo- <br />rado Water Investigation Commission, and that <br />is that this Board might, in conjunction with <br />the other states, give some consideration to <br />having the Secretary designate the upper basin <br />states as the primary power marketing area. <br /> <br />I appreciate your time.
