<br />1694 <br /> <br />would build in our system to firm up the <br />system and that would be the third phase <br />of the plan. <br /> <br />But at this stage of the thing, the <br />primary concern of the state should be to <br />initiate the construction by the Bureau of I <br />the first 230 circuit from Glen to Poncha <br />and the 115 to Oak Creek. We are completely <br />in accord with that and it is consistent <br />with our presentation. <br /> <br />The only other thing I want to say is <br />with respect to arrangements of this type. <br />There's nothing unique about this arrange- <br />ment. It's surprising to me, as I go around <br />the state, to find how few people really <br />realize how the Colorado-Big Thompson Project <br />works. We have what is called a Rocky Moun- <br />tainPower Pool. I am no engineering expert <br />as all of:,you can say who know me, but I can <br />say this, that the Colorado-Big Thompson <br />Project is today fully integrated with our <br />system, with the Pacific Power and Light <br />system in Wyoming, with the Consumers' Power <br />District in Nebraska, and the power flows <br />allover that system in all directions most <br />hours of the day. Actually, in our facili- <br />ties today, we have 500 miles of transmis- <br />sion in this state that is presently being <br />used to wheel power from the Colorado-Big <br />Thompson Project to preference customers in <br />all parts of the state. There isn't any- <br />thing new about this thing - it has worked. <br />As a matter of fact our company was a pioneer, <br />nationally, in working out this type of ar- <br />rangement with the Bureau and it has worked <br />out satisfactorily. <br /> <br />All I am suggesting is that considera- <br />tion be given to this same type of arrange- <br />ment in connection with marketing the Colo- <br />rado River Storage Project power. Obviously <br />to the extent that investment by the Bureau <br />made by us, that is, the investment that I <br />would otherwise be made by the Bureau but <br />is made by our companies, tftat',bedomes",tax'_ <br />based in the state. So we are actually <br />tal~ing about making an investment in all <br />of these states of $88,000,000 which will <br />all be tax based.
