<br />1693 <br /> <br />I <br /> <br />Peterson, let me first say that I agree <br />with Mr. Peterson 100 percent that there <br />are aspects about this problem at this <br />stage that are indefinite, and that is <br />necessarily so, because remember we still <br />don't know how much power has actually been <br />allocated to Colorado or to any of the other <br />states. We have based our studies simply <br />upon the tentative allocations that were <br />made by the Bureau in its initial study. <br />So as far as coming down to details as to <br />what wheeling charges might be and line <br />capacity and the utilization of those line <br />capacities, we can't, at this time, crystal- <br />lize those plans, but those will be some- <br />thing that will have to be worked out very <br />carefully between ourselves and the Bureau <br />,and the preference customers in the area <br />who will ultimately probably take most of <br />the power from the Colorado River Storage <br />project . <br /> <br />Wit~ respect to the three phases of <br />the Public Service Companies' proposal, and <br />the private utilities companies' proposal, <br />the first phase is actually the facility <br />that will be built irrespective of the proj- <br />ect. I can see from the presentation that <br />was made that this might be ambiguous. Now <br />the second phase is actually the facilities <br />which we propose should be constructed prior <br />to the initial operation of the project. I <br />am completely in sympathy with Mr. Nelson, <br />to the extent 'that when we are talking about <br />a Bureau line running from Glen Canyon to <br />Poncha we are suggesting that one 230 circuit <br />be constructed immediately so that when power <br />becomes available from Glen Canyon, we will <br />be in a position to receive power from Glen <br />Canyon in Colorado by the time the first <br />power becomes available at Glen Canyon. Then <br />in the third phase, and incidentally we also <br />recommend that a 115 J0l line be built from <br />Flaming Gorge to Oak Creek in the second <br />phase (we got into trouble in using these <br />terms) but the second phase is what we are <br />suggesting be the facilities that will be in <br />operation prior to the initial operation of <br />the project. What we are suggesting as far <br />as Colorado is concerned for the third phase <br />relates to a second circuit, 230 lines, by <br />the Bureau that would be built from Glen Can- <br />yon to Poncha, plus the facilities that we <br /> <br />I <br /> <br />. <br />
