Actually, I think it is the <br />duty, under the law, for the Bureau to <br />make available to the people, the firm <br />power available to the people, but at <br />least we need to have these plants tied <br />together so we can get the most benefit <br />out of the plants.' <br /> <br />I think this is essential.
