<br />.lb~.l <br /> <br />I <br /> <br />power companies would reduce the cost of <br />the project by constructing these trans- <br />mission lines, I think over the period of <br />operation it becomes peanuts when you con- <br />sider the difference in price between dump <br />power and firm power. Frim power rates are <br />set up in the ~eighborhood of 6 mills whereas <br />the dump power rate is probably in the neigh- <br />borhood of 2 mills. Two mill power will not <br />provide any funds for the participating proj- <br />ects and therefore the participating project <br />fund would not receive any funds from dump <br />power. The only way to get the most firm <br />power sold is that these plants are tied <br />together with transmission lines that power <br />loads can be shifted from one to another. <br />I think the Bureau should have that entire <br />privilege without going to any other party <br />to request permission to do so. <br /> <br />Another thing that bothers me is that <br />they show in their plans three 345 megowatt <br />lines from Glen Canyon to Phoenix. Even <br />though Arizona would have a large refrigera- <br />tion and air conditioning load pumping those <br />in the summer time, I still don't see why it <br />would take that much. That is a tremendous <br />amount of capacity. That's more than comes <br />out of Glen Canyon in any other direction <br />under their plan. There,is one significant <br />thing that at Phoenix, a Southern California <br />transmission line ties in at Phoenix. This <br />power could go into southern California very <br />nicely from Glen Canyon if the capacity was <br />built to these. Therefore, I can't help <br />but feel that this might be another means of <br />California perhaps not only getting our water <br />but also our power. <br /> <br />Those are some of the things that at the <br />moment have not been clarified and I believe <br />that it is essential that the most money be <br />received out of this power in order to make <br />this project work. Unless it is done that <br />WaY, I think we are violating the intent of <br />the law and I think we are cutting our own <br />throats - that the small amount that can be <br />saved by the construction of the transmission <br />lines by the private companies is a very <br />minute part of the overall advantages when <br />you compare the difference between dump power <br />and firm power and the volume involved." <br /> <br />I <br />
