For instance, <br />Larry brought out the statement that they <br />would wheel power for the preference cus- <br />tomers as required by the law. The ques- <br />tion was asked them: 'What capacity in <br />your lines would be set aside for this?' <br />The only statement they made was that all <br />the available capacity beyond their re- <br />quirements would be made available. Now <br />that's very indefinite. <br /> <br />I <br /> <br />Another thing - these lines that Mr. <br />Sparks has pointed out on the map - many of <br />them were set up i~ phases. The first phase <br />did not include any line from Glen Canyon <br />into Colorado. The first phase was only a <br />north and south line from Salt Lake through to <br />Phoenix which would, of course, tie into the <br />Glen Canyon plant. Now I have a question <br />concerning that, should that come to pass, <br />if that first phase would be constructed <br />without any definite guarantee that further <br />phases would be constructed, what would the <br />results be if that first phase was con- <br />structed and in operation before any other <br />phase was constructedq The power companies <br />could very well say it is not necessary to <br />construct any further phases as they are <br />taking all of the power from Glen Canyon and <br />therefore it is not necessary to construct <br />any other phases. , I am afraid of that. <br /> <br />I feel that the Bureau of Reclamation <br />in order to sell the most firm power at the <br />highest price, in order to make the Basin <br />Fund ~~rger so that we could build the partici- <br />pating projects and make the projects payout, <br />should have complete freedom of shifting <br />power requirements from one project, from one <br />dam, to another dam. In a low water year in <br />a particular drainage it might be necessary <br />to shift a good deal of power from another I <br />dam where there is a high amount of runo.ff <br />to the low runoff area in order to provide <br />the market. I think the Bureau should have <br />complete freedom to do so and I believe the <br />only way they can have complete freedom to <br />do so is through their own construction and <br />operation of transmission lines. <br /> <br />Now admitting the fact that the private <br />
