I don't know what <br />action can be taken on it by the Board at <br />this time. I know that the Board members <br />will undoubtedly have some comments or <br />questions." ' <br /> <br />"Before we get into any comments, as <br />you know, at our me,eting in Grand Junction, <br />we asked the Colorado Water Investigation <br />Committee to work on this problem and we <br />have a report from Mr. J. R. Barkley, Chair- <br />man, which states that they met on October <br />22nd. The following is their report: <br /> <br />'The Committee is expediting the col- <br />lection of potential load and resource data <br />in the effort to determine tentative power <br />allocations and, thereby, arrive at a posi- <br />tion which may justify a request for alloca- <br />tion from the Secretary of the Interior. <br /> <br />Meanwhil~,the Committee studies have <br />progressed sufficiently to permit a recom- <br />mendation which will not compromise Colora- <br />do's basic position of primary interest in <br />the power revenues which may be derived from <br />the Storage Project. Based upon those studies <br />to date, the Investigation Commission recom- <br />mends that the Colorado Water Conservation <br />Board, in conjunction with the other States <br />of the Upper Division, forward to the Secre- <br />tary of the Interior a request that the four <br />Upper Division States be designated as the <br />primary market area for Colorado River Stor- <br />age Project power.' <br /> <br />With that in mind, I will entertain <br />comments from the Board at this time. <br /> <br />Mr. Peterson." <br /> <br />"I also attended that meeting at Salt <br />Lake and I have some comments concerning <br />the presentation that was made at that meet- <br />ing that I would like to state now. <br /> <br />After the presentation by the private <br />power companies at the Salt Lake meeting, <br />
