<br />.1.000 <br /> <br />, <br /> <br />Dam power with the storage project power. <br /> <br />Another pitfall of the private plan <br />is that to be successful there must be an <br />absolute guarantee that these transmission <br />facilities which are owned and operated by <br />private power companies, always remain <br />available for project power. If that can- <br />not be insured then these transmission <br />lines are not of much value to us. The <br />facilities must always be available for the <br />project power and at a reasonable cost. Now <br />how that can be guaranteed is a matter on <br />which we have ,heard no explanation as yet. <br />Neither have we heard as to the charges the <br />public service companies will make for the <br />wheeling of project power, which again is a <br />critical factor. <br /> <br />I <br /> <br />, <br /> <br />It is obvious that the private companies <br />intend to utilize all of the secondary power, <br />the dump power as it is commonly called, for <br />their own purposes. They say the savings <br />that will be affected will be passed on to <br />their customers. I don't exactly follow that <br />out but in any event they figure that by <br />having their transmission lines here, they <br />will pick up the secondary power. It is of <br />tremendous importance to us that a minimum <br />amount of secondary power will be marketed. <br />In other words, we are after the firm power <br />to make this project go. <br /> <br />Under the private plan the Bureau will <br />also construct a small, a 115 KY, line from <br />Flaming Gorge over to the Oak Creek area and <br />there will hook in again with the Colorado- <br />Big--Tom Project and then be wheeled over the <br />existing facilities of that project and the <br />existing facilities of the Public Service <br />Company of Colorado. <br /> <br />Our engineering staff has gone over this <br />plan in some.detailsince the Salt Lake meet- <br />ing. 'ile have concluded that the plan pre- I <br />sented by the private companies would take <br />care of the amount of power which has been <br />tentatively allocated to the State of Colo- <br />rado, 535 megowatts. We have not firmed up <br />anything as yet with the preference users <br />who were also invited to the Salt Lake meet- <br />ing. There has been an interstate committee <br />set up of preference users - Mr. Howard Scott <br />is Chariman of that Interstate Preference <br />Users Committee. No Roubt they will have <br /> <br />. <br />
