Windsor Reservoir No.8 and NO.8. <br />Annex are adjacent, inter-connected, reservoirs. The State Engineer's Office (SEa) treats them as <br />one reservoir for the purpose of storage decrees, but as two for the purpose of dam safety <br />inspection. Windsor Reservoir No.8 and Annex No., 8 have a storage decree of 15,381 acre-feet, <br />but current storage capacity is 12,700 acre-feet due to sediment accumulation. <br /> <br />Since 1993, with the help of 3 CWCS loans, WRCC has been rehabilitating their system. ' <br />Improvements have included lining portions of the Poudre Valley Canal; Cobb Lake outlet works <br />, rehabilitation; Elder Reservoir dam, outlet and spillway improvements; and Windsor Res. No.8 and <br />NO.8 Annex dam, outlet and spillway improvements. The rehabiiitation work on Reservoir No.8 <br />and NO.8 annex was completed in May 2003. Draining of both reservoirs in Fall 2002 has made it <br />possible to excavate materials with conventional equipment, thereby creating an opportunity to <br />reclaim a portion of the 2,600 acre-feet loss of storag~. <br /> <br />Feaslbllltv Studies <br /> <br />Duane Smith, P.E. of Smith Geotechnical Engineering Consultants of Fort Collins has completed <br />the feasibility study in accordance with CWCS guidelines. The study includes an assessment of <br />alternatives available for recovering storage loss in the reservoir due to siltation. <br /> <br />The Windsor Reservoir & Canal ComDanv <br /> <br />WRCC is a Colorado mutual ditch company and non-profit corporation registered in the State of <br />Colorado in good standing. The Company was incorporated in 1890. There are 275 shareholders <br />holding 1000 shares of stock. <br /> <br />Water Rlahts <br /> <br />Total decreed storage in all WRCC reservoirs is 65,562 acre feet, and the firm yield of the WRCC <br />system is 30,200 acre feet. Windsor Reservoir No.8 and Annex No.8 have a storage decree of <br />15,381 acre-feet, with current storage capacity at 12,700 acre-feet due to sediment accumulation. <br />Recovering some of the lost storage in Windsor Reservoir No.8 and No.8 Annex will help them <br />secure their water right. <br /> <br />Project DescriDtion <br /> <br />Three alternatives were analyzed in the feasibility study: <br /> <br />. <br /> <br />1. No-action alternative. <br />2. Construct a new reservoir to store the 2,600 acre-feet lost to siltation. <br />3. Excavate and recover a portion of the lost storage, 620 acre-feet ($750,000) <br /> <br />Alternative 1, No-action, was not considered viable-as It does not address the problem of lost <br />storage and potential loss of the water right. This alternative would not add any water to the <br />system and does not provide any positive impacts. Although there is no cost to take this action, <br />there is a cost in lost water and lost crop revenue, <br /> <br />Alternative 2, Construct a new reservoir to store the 2,600 acre-feet lost to siltation, was <br />deemed viable since it would recover all of the lost storage. However, this was seen as a more <br />long-term solution that would take many years to bring to fruition and was not considered a prime . <br />alternative at this time. <br /> <br />Page 2 of 6 <br />
