':J <br />Water Supply Plannin d Finance Section <br /> <br />FROM: <br /> <br />Rod Kuharich <br />CWCB Director <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />DATE: July 16, 2003 <br /> <br />SUBJECT: Agenda Item 21a, July 28-29,2003 Board Meeting <br />Water Supply Planning and Finance Section - New Loans <br />Windsor Reservoir & Canal Company - Storage Recovery Project for <br />Windsor Reservoir No.8 and No.8 Annex <br /> <br />Introduction <br /> <br />The Windsor Reservoir & Canal Company (WRCC) is applying for a $675,000 Small Project Loan from <br />the Construction Fund to recover 620 acre-feet of storage in their Windsor Reservoir No. 8 and No. 8 <br />Annex, by excavating and removing up to 1,000,000 cubic yards of sediment. The estimated total cost <br />of the project is $750,000. Please see the attached project summary and map. <br /> <br />Backoround <br /> <br />The WRCC service area extends from their Cache la Poudre diversion north of Fort Collins east to <br />near the town of Galeton northeast of Greeley, generally bounded by the Eaton Ditch and the <br />Greeley Ditch No, 2 Ditch. The total area encompassed is about 86,000 acres, providing water for <br />irrigation for about 55,000 acres. The service area.is in eastern Larimer County and western Weld <br />County with most of the reservoir structures located in Larimer County and most of the irrigated <br />land in Weld County. WRCC typically uses about 31,000 acre-feet to irrigate the 55,000 acres. <br /> <br />WRCC owns 6 reservoirs (Big Windsor, Windsor Res. No.8, No.8 Annex, Elder, Douglas, and <br />Cobb) and about 25 miles of ditch known as the Poudre Valley Canal extending from the Cache La <br />Poudre River (US 287 and SH 14) to Cobb Lake. Another reservoir, Thompson Reservoir, was <br />recently abandoned. WRCC also owns a one-third interest in the Water Tunnel Company that <br />diverts water from the Laramie River (coming out of Chambers Lake) into the Cache La Poudre <br />River. Reservoir NO.8 was purchased in 1911. WRCC water is delivered to users through two <br />ditches, the Larimer and Weld Ditch (Eaton Ditch), and the Greeley No.2 Ditch, both who pay <br />annual assessments to WRCC. <br /> <br />Flood Protection.
