<br />I <br /> <br />I <br /> <br />MR. CRANDALL: <br /> <br />"Mr. Kroeger, there are economic factors <br />involved. We're below rated head at Lake <br />Powell. TO the extent that we hold water <br />back in other reservoirs, we lose there which <br />is a loss to the basin fund and interests of <br />all the Upper Basin states. That, I think, <br />is the more significant factor. Economically, <br />Navajo Reservoir at 5990, considering the <br />reservoir as a whole, creates a very fine <br />recreation opportunity, I think you would <br />agree. The portion of the reservoir area <br />between the State of New Mexico and the State <br />of Colorado of course favors New Mexico and <br />it's a physical factor and even putting a <br />lot of water in there isn't going to gain <br />you equal recreational opportunities in <br />Colorado. <br /> <br />I'd like to conclude on a constructive <br />note here. We would be most willing and <br />interested to work with the official bodies <br />of the state that are concerned with this <br />problem, the Game, Fish and Parks Department <br />and any other agencies that have a responsi- <br />bility and see if we can't develop a water <br />level and operating plan that is an optimum <br />one recognizing all of the needs and all of <br />the values involved. We haven't made an <br />arbitrary decision that it is going to be <br />this and nothing else. We will, as we do in <br />all our reservoirs, try to maximize multiple <br />purposes. We would want to do this though <br />with the official bodies that have responsi- <br />bility for this. We would hope that it could <br />be done in a compatible way." <br /> <br />MR. SPARKS: <br /> <br />"Dave, in that connection, when is it . <br />contemplated that there will be a require- <br />ment for full storage in Navajo?" <br /> <br />MR. CRANDALL: <br /> <br />"Just offhand, Larry, I would judge it <br />would be at the time when the diversions to <br />the Navajo Indian Irrigation Project would <br />have developed to a point of consequence." <br /> <br />MR. SPARKS: <br /> <br />"I realize that, but about what is the <br />time schedule on that?" <br />
