Every year that it is delayed it is costing
us a lot of money."

"Well, Crystal in particular is pretty
small, it's 28 megawatts. As far as the
powerplant at Crystal is concerned the dis-
advantage of not having it is that we can't
peak the Morrow Point powerplant."-

"That's the thing I was trying to get
you to say."

"This is just a pure engineering fact.
We have 120 megawatts installed at Morrow
Point and we can only operate about half
that without Crystal. We can't operate it
as a peaking plant because the downstream
fluctuations that would result cannot be
tolerated. "

"I know there is nothing that you people
can do but I am wondering if there is any-
thing the State of Colorado or this Board
could do that would help in any way? I hate
to see a project three-fourths done and then
stopped."

"This postponement, of course, is a
result of forces that are beyond the control
of reclamation. We are anxious to get'on
with this constructive work."

from the Board?"

"I'd like to conunent and ask Dave a
question or two in regard to the operation
and management on the Navajo. Dave, you
report that the plan is to maintain a level
of about 5990 at Navajo, and at this level
there is practically no usable water area
for recreational purposes within the State
of Colorado. I was wondering what the
pressures are or what the needs are to not
let the water level go above that."
