<br />I <br /> <br />depth and got more variety of opinions concerning it than we normally <br />do for most of our floodplain information reports. <br /> <br />We're satisfied now that it is an accurate report. There have been <br />public meetings held on it in Larimer County. We believe that that <br />report and the others should be accepted by the Board so that we can <br />notify local authorities that they can proceed then with their planning. <br /> <br />As the Board knows, this Board has no authority to tell the counties <br />what. they should 40 with these flood information-reports. -Only the <br />vcounties.and cities can enact zoning ordinances. We have no control <br />over that. We ?ssist in a technical nature onl~ to establish the <br />parameters for flood control studie~. We provide part of the funds, <br />and we cooperate with the counties and the cities as the studies are <br />being done. We now think these four reports. are. ready for adoption by <br />the Board. . <br /> <br />MR. STAPLETON: All right. Unless I hear objection from the Board, <br />I'll entertain a motion that we approve all four of the floodplain <br />information r~ports. . <br /> <br />MR. SHERMAN: So move. <br /> <br />MR. ROBBINS: Second. <br /> <br />MR. STAPLETON: Regularly moved and seconded. Any discuss~on? (No <br />response. ) All those in favor signify by saying aye.: (Unanimous ayes.) <br />Opposed? (No response.) The reports are unanimously approved. (See <br />Appendice s C, D, E and F.) <br /> <br />MR. SIMPSON: I'm Larry Simpson, Northern Colorado Water Conservancy <br />pistrict, also a member of the Big Thompson Recovery Council up there.. <br /> <br />I <br /> <br />. . . <br />I wanted to take this opportunity to compliment the staff of the Colo- <br />rado Water Conservation Board and all the people that worked with them <br />in developing the one hundred year flood. Recognizing there wa~ a <br />tremendous amount of pressure exerted from a lot of different sources <br />concerning the study, the integrity of the Colorado Water Conservation <br />Board staff in maintaining the objectivity and technical expertise in <br />developing the one hundred year flood was remarkable and I think should <br />be commended. <br /> <br />That's from a personal standpoint,-but as far as I'm concerned, the <br />Recovery Council would also go along with me in that regard. <br /> <br />MR. STAPLETON: Thank you very much for those' compliments. I'm sorry <br />I didn't recognize you sooner. <br /> <br />MR. SPARKS: I particularly appreciate those because some of the <br />comments we get about our activities are otherwise. <br /> <br />MR., STAPLETON: One of the other activities is the:priority system for <br />the Colorado Water Conservation Board Construction Fund.
