That issue not <br /> <br />yet being resolved, we have received information--and I would <br /> <br />3 be the first to say that it's third-hand information, it is <br /> <br />4 not direct from the horse's mouth--but it indicates that at <br /> <br />5 least one of the people who will own the land around the reser <br /> <br />6 voir is considering the opportunities that may arise by his <br /> <br />7 subdividing his land. It will clearly be a windfall profit. <br /> <br />8 This is the case's first impression for the Board. <br /> <br />9 We've never built a reservoir before in which it was proposed <br /> <br />10 that the surrounding land remain in private hands. The one <br /> <br />11 we have constructed, or rather is under construction, is on <br /> <br />12 Forest Service property, and it was essential that there be <br /> <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br /> <br />public access; so the issue didn't arise at that time. <br /> <br />The staff, I think, is primarily of the opinion that <br /> <br />it would be inappropriate for the Board to fund a project if <br /> <br />the land stays in private hands around that project and left <br /> <br />the opportunity to that private individual to take all the <br /> <br />benefits of what will be the enhanced value of the land. It's <br /> <br />19 an issue that deserves SOme further consideration on our part. <br /> <br />We propose not that the Board withdraw its support <br /> <br />of the project, but rather that the Board instruct the staff <br /> <br /> <br />to contact the local sponsor and say that the possibility of <br /> <br /> <br />private land being subdivided is an issue that the Board wants <br /> <br /> <br />to address further and take up at subsequent meetings; and <br /> <br />that the staff be further directed to report back to the Board <br />
