Meadow Creek, as you will recall, is a reservoir pro- <br /> <br />4 ject for irrigation and municipal water supply purposes. It <br /> <br />5 is primarily irrigation purposes in North Park, south of the <br /> <br />6 town of Waldon, which was submitted to the Board in December <br /> <br />7 for consideration and was at that time approved for recommen- <br /> <br />8 dation to the legislature for authorization but with certain <br /> <br />9 conditions attached by the Board that had to be satisfied <br /> <br />10 before the staff was to enter into a contract to construct the <br /> <br />11 project, should it be authorized. without reviewing those con <br /> <br />12 ditions, let me say that they have been met to our satisfactio , <br /> <br />13 <br />14 <br /> <br />except for one; and that is the issue we would ask the Board's <br /> <br />direction on. <br /> <br />15 As you will recall, the project was said by the loca <br /> <br />16 sponsors to have a recreation component, and their cost anal- <br /> <br />17 ysis included benefits ascribed to recreation. At the same <br /> <br />18 time, they said that the project, which will be built on pri- <br /> <br />19 vate land--the pool, the pool itself, the land covered by the <br /> <br />20 pool itself will be acquired--but everything will remain in <br /> <br />21 private ownership. While they were asserting it would have <br /> <br />22 a recreation component, they were at the same time telling us <br /> <br />that the project would not be open for public access; and we <br /> <br />raised the question of how they can claim that when they were <br /> <br />not willing to open the project for public access. <br />
