"RESOLUTION:

"WHEREAS, the Colorado River Water Conservation
District has prepared and will on January 31, 1980,
file its application with the Federal Energy Regula-
tory Commission for a license to construct and oper-
ate the Juniper-Cross Mountain Hydroelectric project
on the Yampa River in Moffat County, Colorado; and
"WHEREAS, the Project as proposed will provide
for the storage and conservation of approximately
1,290,000 acre-feet of water for beneficial use in
Colorado, directly or by exchange, with installed hy-
droelectric capacity of 148,000 kw and an annual av-
erage electrical energy out of 34809 megawatt hours,
and will further provide for extensive water related
recreational opportunities; and
"WHEREAS, the utilization of water for such pur-
poses is within entitlements of the State of Colorado
to Colorado River water under and by virtue of the
