Colorado River Compact of 1922 and the Upper Colorado
River Basin Compact of 1948; and
"WHEREAS, the construction and operation of the
project would complement and improve the operation of
the coal-fired electrical generation facilities pre-
sent and planned for in the area; and
"WHEREAS, the studies and analyses performed by
the District to date indicate, although they have yet
to be accompanied by the environmental impact state-
ment which the commission will be required to complete,
that the proposed project will probably, on balance, be
beneficial to Western Colorado in particular and to the
state as a whole;
"NOW, THEREFORE, BE IT RESOLVED by the Colorado
Water Conservation Board of the State of Colorado at
a meeting thereof held in Denver, Colorado, on January
30, 1980, that it supports, PENDING THE COMPLETION OF
THE ENVIRONMENTAL IMPACT STATEMENT AND SUCH OTHER STUD-
IES AS THE COMMISSION MAY REQUIRE, the construction of
the Juniper-Cross Mountain Hydroelectric Project on the
Yampa River in Moffat county, Colorado."
