The environmen-

3 tal impact analysis is just under three inches thick. We

4 believe we have addressed all the issues as required by the

permit which was issued to the river district in 1977. We've

consulted, as required by the permit, with state and federal

agencies. We've testified to the water court as to diligence.

We do have diligence orders, of course.

The project will probably be the largest two bodies

of water in the state. The upstream is Juniper Reservoir,

which will release peaking power to Cross Mountain Reservoir

downstream. The facility is west of craig and on the yampa

River just upstream from Dinosaur Monument. And the facility

enjoys strong local and regional support, as well as support

from the Moffat County commissioners and the conservation dis-

trict and others in that part of the state as far away as the

Mesa County commissioners. So I ask your support for the pro-

ject and, of course, am ready and willing to answer questions.

On another subject, if I may, I've also asked Direct<r

McDonald to discuss this morning with you, though it's not on

the agenda, another project, the Rangely Reservoir. The local

people in Rangely, Colorado, want to build a Rangely Reservoir

That facility would be financed solely by general obligation
bonds.

23
24

25

The state of utah is very active on the white River,
