The director of the staff, Mr. McDonald, per- <br /> <br />mitted me to send a draft of the resolution in the interest <br /> <br />5 of time. <br /> <br />6 The facility provides, in our opinion--as I've tes- <br /> <br />7 tified in water court and as the decrees relay--an opportunity <br /> <br />8 for Colorado to put to use more of its compact allocated share <br /> <br />9 of the Colorado River in both the 1922 and '48 compacts. I've <br /> <br />10 testified that it can benefit the beneficial users in the Colo <br />11 rado River Basin. <br /> <br />12 The facility, according to International Engineers <br /> <br />of San Francisco, who have done the design, is estimated to <br /> <br />cost $172 million, to be totally paid for by the sale of <br /> <br />electrical energy. We have provisions for the possibility of <br /> <br />additional irrigation on the Yampa River, both direct and up- <br /> <br />stream, by exchange. Additionally on the finances, we have <br /> <br />letters from Colorado Electrical Association that say they <br /> <br />will enter into a take or pay contract. I have a letter from <br /> <br />a firm in San Francisco stating they will unequivocally buy in <br /> <br />market bonds. We are, therefore, not here today to request <br /> <br />financial help for the Juniper-Cross Mountain project; but we <br /> <br />are here to ask the Board's support. <br /> <br />I will file the documents in Washington D.
