intending to fund the construction of a 190,000 acre-feet pro-

ject with State of Utah securities. I don't know if they woul(

be bonds or revenues or what. But I would like to call to the

4 attention of the Board we have, over the years, worked with

5 Routte, Moffat, and Rio Blanco Counties.

6 Director McDonald and I have discussed it on a pre-

7 liminary basis. Harris Sherman and I have discussed it with

8 several people including the Governor, so I'm here to discuss

9 two projects and would like to ask the Board's support in the

10 form of the resolution that I was permitted to circulate for

11 the Juniper-cross Mountain and the Rangely Reservoir projects.

MR. STAPLETON: Would you respond to a letter from t

the Governor dated December 21 to you?

MR. FISCHER: I have not responded to that letter.

The Governor's letter to me requests--or discusses, I should

say--the potential environmental effect of the Juniper-Cross

Mountain project. We've addressed the issue of the fish

species listed as endangered as well as birds listed as en-

dangered, the effects of the reservoir and--the two reservoirs

and their operation on the river itself, both environmentally,

if you will, and as far as recreation is concerned.

I believe that we have addressed the Governor's

questions. We have not, of course, yet supplied the Governor

with the analysis. I got my first bound copy last night at

10:30. It's still warm. Thirteen of them--or twelve of them
