.

.

.

13

1
2

It covers a shorter time. On the fiscal note on the

last page, you see here that this bill would, in effect, pro-

3 pose to take a portion of the 1979-80--that is, the existing

4 fiscal year--and devote it to the construction fund and do tha

5 for the next three fiscal years. If you look at the bottom

6 line, it says "Water Construction, 30 percent." What we're

7 saying there is that 30 percent of the balance of the excess

8 revenues would, by this bill, be devoted to the construction

9 fund. The sum of those figures is $244 million.

10 This bill has not been brought before the House Ag

11 and Water Committee for consideration. I do not know what

12 Representative Younglund's intentions are with respect to this

13 bill. I suspect there will be no action on eithe

16 bill until the whole tax relief package--until it is decided

17 where those dollars are going to go is arrived at.

18 In the interim, I will keep close watch on these and

19
20
21
22
23
24
25

keep the Board apprised of where we are at.

Any questions on 1040?

MR. GORMLEY: The distinction between 1039 and the

Governor's Fund concept--it would be to the water board's

advantage to have 1039 passed, specifically directing money

toward us rather than go into another pool in which you would-

MR. McDONALD: certainly. It certainly would be
