McDONALD: Any questions on 1039 and its status? <br /> <br />If not, the other bill is 1040, which is also in front of you <br /> <br />and has attached fiscal notes. <br /> <br />Bill 1040 is designed to serve the same purpose as <br /> <br />1039 in that it will credit additional money to the construc- <br /> <br />tion fund. The source in this case is somewhat different in <br /> <br />that 1040 would take a portion of the tax relief; that is, tha <br /> <br />revenue which is surplus in the general fund above and beyond <br /> <br />the expenditures that can be utilized anyone year given a 7 <br /> <br />percent limitation. <br />
