The source in this case is somewhat different in <br /> <br />that 1040 would take a portion of the tax relief; that is, tha <br /> <br />revenue which is surplus in the general fund above and beyond <br /> <br />the expenditures that can be utilized anyone year given a 7 <br /> <br />percent limitation. <br />
