'I

In 1998, the Authority requested $25,000 from EI Paso County to complete three projects, _
but only $17,000 was awarded. _

1998 Proposed Technical Studies
. EI Paso County Water Resources Study
. Optimum County Water Distribution Infrastructure
. Water Plan for Private Well Owners

This year, the Authority again requested $25,000 from EI Paso County to complete three
additional projects, but again only $17,000 was awarded.

1999 Proposed Technical Studies
. Water Import Projects
. Water Reuse
. Synergistic Projects with the City of Colorado Springs

Discussion

Because of the budget reductions and problems in committing funds, all of the proposed
technical studies except the inventory were postponed to 1999. The Authority would like to begin _
the studies as soon as any funds might become available. Brief descriptions of these proposed _
technical studies are given in the Authority's 1999 budget request to the county, attached to this
memo. The CWCB staff has not provided input to the plan of study or detailed cost estimates for
any of the technical studies.

Recommendation

I recommend that the Board consider a grant of up to $75,000 over a 3-year period from
any funds available to the Board from the Severance Tax Trust Fund Operational Account
provided that:

a. the staff can work with the EI Paso County Water Authority to assure the plan of study for
the technical studies is defined to produce a set of quality products through an effective
process at reasonable cost, and

b. the MEGA Board concurs with the proposal.

-

Attachment

L:\BOARDMEMIJAN99Il6c - El Paso County

2
