Mr. Phillip J. The Authority is governed by a five member board.

In 1997, the Authority hired GMS, Inc. of Colorado Springs to conduct an inventory of
county water purveyors to determine the amount of water each owns and supplies, and their future
needs. This was to be an initial step towards the preparation of an El Paso County Water
Resources Study.

In 1998, the Authority adopted a five year program of technical studies aimed at the
development of a long range, county wide Water Master Plan. The purpose of the plan is "to
develop water resources, systems, and facilities in whole or in part for the benefit of Authority
e members and their inhabitants, and other residents of the county, now and into the future.
