In 1997, the El Paso County water Authority elected to define the <br />available water resources within the County, as their initial step <br />toward the development of a water plan to serve the current and future <br />inhabitants of HI Paso COWlty, The.effort was entitled, "EI Paso county <br />Water Resource Study". As a part of this study, GMS, Inc. of Colorado <br />Springs was hired to conduct an inventory of the county water purveyors <br />to determine the amoWlt of water each owns and supplies, and their <br />future needs. The contract for this service was established at $8,000 <br />with the efforts of the primary officers of GMS,Inc. being donated. <br /> <br />II. In 1998, the 81 Paso COWlty Water Authority adopted a five year <br />program of technical studies aimed at the development of this long range <br />water plan for the inhabitants of El Paso County. A budget of $25,000 <br />was requested, but only $17,000 was granted The list of studies for <br />1998 inclUde the following subjects, which is prioritized: <br /> <br />A. 81 Paso County Water Resource Study. The purpose of this study <br />is aimed at detennining the total water resources available in the <br />County. The Inventory, initiated with GMS,Inc. in 1997, will be a part <br />of this study, but the determination of the total aquifer resources <br />within the County remains for the development of the total in-situ water <br />supply capabilities of El Paso County_ <br /> <br />B. Optimum County Water Distribution Infrastructure. The <br />distribution infrastructure is to be determined and based on the <br />consideration of water transport, storage (surface and subsurface), <br />exchange possibilities, needs, treatment requirements and potential <br />sources of imported water. <br /> <br />C. Water Plan for Private well Owners. Generally, these private <br />wells are shallow wells and are subject to possible future depletion. <br />The current population of approximately 25,000 residents is served by <br />these types of wells. The study is to address the most economical <br />phased approach to supply them with a new water source. <br /> <br />Other activities of the Authority during the year included the <br />establishment of a fee schedule for the sixteen membered districts and <br />municipalities, including the County. A technical consultant was hired <br />to expedite the studies, over-see the activities of the hired <br />consultants, explore othe!;' !lources of funding and administratively <br />assist the authority. <br /> <br />III. In 1999, The El Paso County Water Authority expects to pursue the <br />initiated studies to completion, and other studies to fully develop a <br />County-wide Water Plan.
