The Director further stated that this agree- <br />ment was in strict compliance with the cODDnents made by the State of Colorado, <br />under Section Iof the 19L4 Flood Control Act; that such agr!lement removed all <br />of the objectinif'to the reports of the Federal agencies !=Ih this project; and <br />that constructibn and operation of the project in conformity with such agree- <br />ment would fully protect Colorado's interests in the utilization and control <br />of the waters of the Rio Grande. <br /> <br />Thereupon Royce J. Tipton, consulting engineerof the Board, was called <br />upon to explain such agreement and the proposed construction program of the <br />Middle !lio. Grande as well as the operation of the river under such program. <br />Mr. Tipton made a full and exhaustive report concerning this agreement. <br /> <br />Following Mr. Tipton's report, discussion by the members of the Board <br />ensued; and the Director called attention that representatives from the San <br />Luis Valley were present in the room. He suggested that inquiry be made <br />whether such agreement met with their approval. Such inquiry resulted in an <br />expression of approval on the part of the repres'ootatives of the San Luis Valley <br />who were present. <br /> <br />The Director and Jean S. Breitenstein made a report to the Board,;con- <br />cerning recent hearings in Washington on the McCarran Resolution. They briefly <br />explained the arguments made for and against such resolution. The Director <br />called attention to the fact that he had reported in writing to the Board con- <br />cerning the hearings in Washington, and inquired whether or not any member had <br />questions to ask concerning the resolution or other Colorado River matters which <br />were covered in his report. No questions or further cOlllDlents were submitted. <br /> <br />It was further explained that Congress had adjourned and that this <br />McCarran resolution had "died" with Congress. The opinion was expressed that <br />California probably would not renew this resolution in the next session of the <br />Congress. <br /> <br />Royce J. Tipton'ex:plained the status of the work and activities of <br />the Engineering Advisory Committee appointed by the Upper Colorado River Basin <br />Compact Commission. Particularly, he emphasized the study which was being made <br />by Mr. Blaney, outstanding expert on the subject of beneficial consumptive use <br />of water, who had been employed by the Upper Colorado River Basin States as a <br />consultant to the Engineering Advisory Committee. He called attention to the <br />fact that a field trip had been made by designated members of the Engineering <br />Advisory Committee with Mr. Blaney in a number of areas in the States of the <br />Upper Basin. <br /> <br />I <br /> <br />Frank C. Merriell, Colorado member of the Engineering Advisory Committee, <br />commented upon the work of Mr. Blaney and. called attention to certain engineer- <br />ing questions which were being studied by Mr. Blaney in connection with beneficial <br />consumptive use o~ water in the,,\lpper Basin. <br /> <br />Item No.8 of the agenda, "Report of meeting witt! New Mexico on the San <br />Juan, a tributary of the Colorado River, in connection with the Upper Colorado <br />River Compact negotiations," was next subnp,tted by the Director. He made a <br />full report of this meeting and ex:plained the discussions and negotiations <br />which had been undertaken by Colorado and New Mexico representatives at a meet- <br />ing which recently had been held at Durango, Colorado.
