Merriell, member of the Engineering Advisory Committee of the Compact <br />Conunission, and R. M. GilderSleeve, of the Engineering Staff of the Board, <br />had been in attendance. <br /> <br />Discussiolll of the reports on the San Juan ensued. A number of questions <br />were asked and answered concerning the problem on the San Juan.' Mr. Smith <br />conunented upon and asked questions relative to the status of the investigations <br />by the Bureau of Reclamation in the San Miguel area of Colorado. <br /> <br />The meeting recessed at 12:30 p. m., to reconvene at 1:30 p. m. <br /> <br />I <br /> <br />AFTERNOON SESSION <br />June 22, 1948 <br /> <br />The meeting reconvened and was called to order by Vice Chairman, George <br />J. Bailey at 1:30 p. m.' <br /> <br />Mr. Avery A. Batson, Director of Region 7, Bureau of Reclamation, <br />presen~d to the Board the matter of making provisions for, and providing rules <br />and regulation~ with respect to, recreational facilities made available by <br />reclamation projects in Colorado. He pointed out that no policy or program had <br />been developed in this State with regard to such facilities. He explained that <br />the formulation of alpolicy and progran involved the Federal Government, State <br />and local interests; that the Federal Government did not. propose to effectuate <br />any arbitrary rules and regulations or policies for making these facilities <br />available to the public; and that the program involved a coordination of the <br />activities of the Federal and State governments. There are, he believed, <br />certain agencies of the State'-'Govemment primarily interested in the matter. <br />He mentioned the Colorado Water Conservation Board, the State Planning <br />Commission, the Fish and Game CommiSSion, the Health Department and Highway <br />Department. On the Federal side, he referred to the Bureau of Reclamation, <br />Fish and Wildlife Service and the National Park Service'. <br /> <br />Mr. Batson suggested that some program be initiated through these <br />various Federal and State interests; he pointed out in particular that since <br />the Reclam.tion program of development was a public endeavor, the recreational <br />facilities should be regulated under a policy which would make them available <br />to the public under reasonable rules and regulations. He stated that he bad <br />discussed the matter with the Director of the Board~ <br /> <br />Mr. Batson then called attention .to the fact that this question bad <br />been precipitated at the present time because of' the completion, or near com- <br />pletion, of certain features of the Colorado-Big Thompson Project. The National <br />Park Service had been asked by the Bureau of Reclamation to make a survey <br />and report regarding such recreational facilities incident to the Colorado-Big <br />Thompson development at Grand Lake and in the Estes Park area. <br /> <br />Thereupon Theodore R. Swem, Administrative Assistant, 'Branch of O. and <br />M. Region 7, Bureau of Reclamation, and Harold A. Hubl'~r, Park Planner,. National <br />Park Service, Denver, were introduced. <br /> <br />I <br /> <br />Mr. Swem further discussed the problem and introduced Mr. Hubler who <br />explained the preliminary .survey which had Deen made in the Grand Lake and <br />
