Peterson, Administrative Assistant of the Board, was called <br />upon to make a detailed. explanation of the items appearing in the budget. <br />In this connection, he discussed the salaries and reclassifications of the <br />various members of the staff of the Board. He explained reasons for in- <br />crease in salaries as well as reclassification of personnel which had been <br />approved by the Civil Service Commission. He pointed out that the budget <br />reflected the automatic increases which are in conformity with rules and re- <br />gulations established by the Civil SerVice Commission. <br /> <br />I <br /> <br />In connection with the consideration of the budget, the salary of the <br />Director and the compensation for contractual services of Royce J. Tipton,. <br />Consulting Engineer of the Board, and of Jean S. Breitenstein, Attqrney for <br />tJ1e Board, came up for ElXtended discussion. It was proposed that &vernor <br />w'. Lee Knous., Chairman of the Board, be asked to attend an executive session <br />later in the day in an effort to ascertain what could be done.to provide <br />adequate salaries for these staff manbers. <br /> <br />It was recognized by the Board that one of the present difficulties <br />in filling the position of Chief Engineerwa~ that, under the State set uP. <br />adequate salary could not be paid to obtain the type of man desired for that <br />position. It was explained that several men, who were capable of filling the <br />ppsition, had been interviewed, but none had yet been found willing to work <br />for the salary which could be paid by the State. <br /> <br />Further consideration of the budget and compensation for members of <br />the staff 6f. the Board was de-Iayed until t he afternoon session when the Gov- <br />ernor could be present. <br /> <br />. Th,ereupon item No.5 of the agenda, "Report of Special Committee <br />appointed to. arrange ways and means of. compliance by Colorado with proviSions <br />of North Platte Decree of United States Supreme Court", came up for discussion. <br />Jean S. Breitenstein, Chainnan of the Committee, made the report on the matter. <br />He stated that he had prepared a fonn of report to be made by the State of Colo- <br />rado in compliance with the Decree of the United States ->Upreme Court. This <br />report is one which must be made each year. He said that after discussion with <br />the Director, it was agreed that the Attorney General should send a letter to <br />the States of Wyoming and Nebraska and to the Department of Justice of the <br />United States, showing the form of report which Colorado proposes to use and <br />specifying where these reports would be placed on file each year. Copies of <br />these reports, he stated, should be filed in the office of the Colorado Water <br />Cbnservation'Board, the office of the State Engineer and Assessor's office of <br />J~ckson County, Colorado. <br /> <br />Mr. Breitenstein also. explained that Chief Engineer Patterson last <br />year had advised that the making of the survey in Jackson County would not be <br />necessary. He expressed the belief that this was a wrong decision and that <br />this year the Director of the. Board had arranged for the annual survey to be <br />made and for the preparation of the report in. compliance with the procedure <br />above mentioned. <br /> <br />I <br /> <br />The Director suggested that an item, not appearing on the agenda, <br />should be reported to the Board. He explained that an agreement between the <br />States Colorado, New Mexico and Texas and with the A~ Engineers and Bureau <br />of Reclamation, in connection with a plan of development and operation of the <br />proposed Middle Rio Grande Project, New Mexico, recently had been reached <br />
