William McDonald <br />Director <br /> <br />TO: Members, CWCB <br /> <br />FROM: Bill McDonald, Director <br /> <br />DATE: June 30, 1981 <br /> <br />SUBJECT: Agenda Item 6, July 10, 1981, Board Meeting-- <br />Application for Feasibility Studies <br /> <br />1. Please find attached brief write-ups concerning two proposed <br />projects, the sponsors of which have made application to the <br />Board for monies from the constructon fund to pay for <br />one-half of the cost of a feasibility study for each <br />project. Action on both of these applictions has been <br />deferred from previous meetings. <br /> <br />2. Recommendations <br /> <br />A. Hyannis Reservoir--The staff recommends that: (1) the <br />Board pay for one-half of the cost of the feasibility <br />study for this project, said cost to be considered a <br />part of the project's total cost if the project is <br />subsequently authorized by the General Assembly for <br />construction with monies provided in whole or in part <br />from the Board's consruction fund; and (2) if the <br />proposed project is not authorized by the General <br />Assembly but is constructed by other means, then the <br />Board's cost for the feasibility study be repaid within <br />5 years of the date construction commences with a <br />service charge of 6 percent per annum, which service <br />charge shall take effect on the date construction <br />commences. <br /> <br />B. Olathe--The staff recommends that the Board not <br />participate financially in the feasibility study for <br />this proposed project. <br /> <br />3. It should be noted that the second part of the staff <br />recommendation for the Hyannis Reservoir is required by the <br />provisions of 37-60-121(1)(b)(III), C.R.S. 1973, as amended, <br />as added by S.B. 439 (see section 3 of the bill). <br /> <br />JWM/gl <br /> <br />Encls: as stated (2) <br />
