William McDonald <br />Director <br /> <br />TO: <br /> <br />Members, CWCB <br /> <br />FROM: <br /> <br />Bill McDonald <br /> <br />DATE: <br /> <br />June 29, 1981 <br /> <br />SUBJECT: <br /> <br />Agenda Item 4, July 10, 1981, Board Meeting-- <br />Procedure for Adopting Meeting Agendas <br /> <br />1. As my June 2, 1981, memO to the Board noted, our organic <br />statutes make no particular provision for notice to the <br />public of board meetings and of the business to be con- <br />ducted at a meeting. In my June 2nd memo, I suggested <br />that we adhere to whatever agenda is announced in advance <br />and not add items to the agenda at a meeting. <br /> <br />2. <br /> <br />Some Board members have commented on that proposal. <br />light of those comments, a revised procedure is set <br />below. <br /> <br />In <br />forth <br /> <br />3. Recommended procedure: <br /> <br />A. A draft agenda for each meeting will be circulated <br />to the Board in advance. of its distribution to the <br />public. <br /> <br />B. Items not included in the draft agenda will be added <br />at the request of any Board member. <br /> <br />C. In the event that more business is proposed than can <br />be conducted, the Director will consult with the <br />Chairman, Vice-Chairman, and Board member who desires <br />to have an item added to the agenda in order to estab- <br />lish priorities for the conduct of business, including <br />the deferment of some items to a subsequent meeting. <br /> <br />D. The Board will take action on or make decisions about <br />only such items as are included in the agenda for a <br />meeting as distributed to the public in advance of <br />the meeting. However, informational items requiring <br />no Board action may be added to the agenda at a meeting. <br />In addition, items which will entail Board action <br />may be added to the agenda at a meeting so long as <br />the Board defers taking action or making a decision <br />until a subsequent meeting. <br /> <br />BM:sk <br />
