The Board approved the final recommendation for the Lefthand Creek instream flow <br />appropriation at its September 1986 meeting. The filing under this appropriation extends <br />from the confluence with James Creek to the confluence with the Lake Ditch Diversion <br />Dam (see attached map). The amount of water appropriated by the Board was 14 cfs for <br />the period April 1 through September 30, and 7 cfs for the period October 1 through March <br />31. <br /> <br />The Left Hand Ditch Company and the Saint Vrain and Lefthand Water Conservancy <br />District filed statements of opposition to the Board's application based on concerns <br />regarding water availability. Water has historically been imported into the Lefthand Creek <br />Basin from South Saint Vrain Creek via the Lefthand Ditch Diversion; therefore, the Ditch <br />Company and the Water Conservancy District have argued that the Board's appropriation <br />should be limited to water available in the Lefthand Creek basin and should not rely on <br />imported water from South Saint Vrain Creek. <br /> <br />Subsequent discussions with the Saint Vrain and Lefthand Water Conservancy <br />District identified additional concerns relative to the District's historic exchange of water to <br />Left Hand Park, Gold Lake, and Lake Isabelle Reservoirs which were decreed in Case No. <br />89CW238. The Districts attorney has supplied the Board staff with an affidavit which <br />substantiates these historic exchanges. <br /> <br />. <br />
