We heard some very interesting <br />presentations, and the only chair left was in <br />front of the speakers podium and I decided <br />that I could hear everything back there and <br />could. <br /> <br />1 <br /> <br />I certainly concur with what Quincy has <br />said here and the other members of the Board. <br />I think the time has arrived when the State <br />of Colorado, particularly auxiliary to Senate <br />Bill 8l, we had a bill that passed the Senate <br />last year. it didn't pass the House, which got <br />into the idea of a physical solution to some <br />of these water problems. Now 8l is largely <br />a procedural act and there wasn't anyone who <br />ever had any part in that that didn't know we <br />had to have a start. But these augmentation <br />plans and this question of financing, and so <br />forth, in my humble opinion is going to be <br />the answer to our water problems. Whether <br />or not we use this bill as a vehicle for <br />working under the Small Projects Act or <br />whether We do it on our own in certain in- <br />stances, I think it is a necessary part and <br />something we have got to come to grips with <br />sometime and we might as well get in and get <br />our feet wet and start trying to move ahead <br />in some of these plans that are going to make <br />for a better use of our water in the State of <br />Colorado. <br /> <br />I certainly, as a voting member of this <br />Board, would be heartily in favor of our going <br />ahead with it at this time." <br /> <br />I <br /> <br />"At this time this doesn't mean any addi- <br /> <br />tional staff or planning or anything like that?" <br />:J: <br />
