BERTHELSON:

"I would second Quincy on that, I am too.
I think originally, Larry, didn't it come out
of the state engineer's office? Wasn't their
name in this thing originally?"

"No, that was another bill,"

"Right, "

"Still, with Senate Bill 81 and with the
changes that are going to be made in our well
usage and this river usage, I don't think it
is possible for an area or even a region of
the State of Colorado to get together on a
project unless the state can lead it and help
with the funding. I think some division in
the state should do this. I think this Board
should be the one. I second Quincy,"

"There are methods of getting money if we
can secure some assistance from the state.

The Small Loans program can provide up to
90 percent of the project cost in certain
cases. Isn't that correct, Jim?"

"I believe that is right."

"The federal government will loan up to
90 percent if somebody can come up with the
other IO percent. In most cases we are only
talking about the small end of a project which
may decide the fate of it."

"But Larry, on these Small Loans projects,
and correct me if I'm not right, Jim, the
applicant has to provide the technical assist-
ance and planning for the project before it
is ready to be authorized for construction.
Isn't that right?"

"That's right. But that also is counted
later in the 10 percent."

"It~ill has to be financed some way."
