Isn't that correct, Jim?" <br /> <br />"I believe that is right." <br /> <br />"The federal government will loan up to <br />90 percent if somebody can come up with the <br />other IO percent. In most cases we are only <br />talking about the small end of a project which <br />may decide the fate of it." <br /> <br />"But Larry, on these Small Loans projects, <br />and correct me if I'm not right, Jim, the <br />applicant has to provide the technical assist- <br />ance and planning for the project before it <br />is ready to be authorized for construction. <br />Isn't that right?" <br /> <br />"That's right. But that also is counted <br />later in the 10 percent." <br /> <br />"It~ill has to be financed some way." <br />
